Job Description


The Proposals Writer supports the Ex Libris sales strategy by delivering compliant, timely, and compelling responses to tenders and other formal procurement processes employed by our customers. This role is to be based in the UK, ideally in one of the ProQuest/ Ex Libris offices.


Duties and Responsibilities:

  • Manages and drives the full end-to-end proposal response process and project timeline, from qualifying the opportunity to delivering the response to the customer.

  • Analyses requirements and specifications, obtaining compliance information and sign-off as appropriate from Legal, Subject Matter Experts (SMEs) and Management. Manages corporate risk by ensuring that information is accurately stated in response documents.

  • Executes against proposal response plans, including writing and editing, document management, compiling response packages, fulfillment and response delivery.

  • Demonstrates customer focus by customising bid responses to the stated needs and aspirations of the customer.

  • Collaborates with other team members to effect continuing process improvement. Participates in professional activities to bring new ideas and best practices to the team. Contributes to knowledge library development and maintenance, tracking outcomes, records and archives management.

Qualifications, skills and experience:

  • Bachelor’s degree or higher in Librarianship or a degree requiring strong written and verbal communications, plus at least 3 years’ experience in an academic library, or equivalent combination of education and experience.
  • Professional experience managing multiple complex projects with overlapping deadlines.

  • Excellent and problem solving skills, including the ability to analyze, compare, evaluate, and interpret complex technical specifications.

  • Comfortable managing frequent change at many levels; e.g. adapting processes to suit unique circumstances, fluid roles and responsibilities within the team, continually evolving products and services.

  • Strong interpersonal skills, with ability to professionally interact with a diverse blend of personalities to reach resolution and maintain strong relationships.

  • Capacity to learn and master new technology and knowledge of Microsoft Office products.
  • Flexibility to work outside normal business hours as required by external deadlines and workloads.

  • Ability to work independently and on a team and to maintain focus and humor under significant pressure.

Qualifications listed below, while not necessarily a requirement for this position in each circumstance, provide additional depth and value to the role.

  • APMP certification at Foundation

  • Fluency in languages other than English, particularly a European language French, Italian, German & Spanish.

  • This position will be based in the UK
  • Occasional travel is required.
  • This position requires weekday (Monday - Friday) attendance with some scheduling flexibility available around core working hours.
